AIE Residency Plus Multi-Site Grant Guidelines
Pending tentative changes to AIE grants programs, no Residency Plus (Individual, Multi-Site, or Consortium) applications will be accepted at the November 2009 deadline. Current FY2010 grants in these categories will be extended through FY2011.
NOTE: These guidelines and accompanying forms have been updated for the FY10 grant application round. Please read them carefully, even if you have applied for this grant in previous years. (In particular, the old form called the “Artist Utilization Detail Form” has been replaced with the “Grant Activity Detail Form.” And, the “Artist Utilization Summary Form” has been replaced with the “Grant Request Worksheet.” You will find links to the new forms as you read through the guidelines.)
- Purpose
- The purpose of the Residency Plus Multi-Site grant program is to support school districts and local arts partnerships that provide multiple schools with residencies, workshops, and performances by artists on the SC Arts Commission's Roster of Approved Artists. Applicants are encouraged to think strategically about how to use funds to help fill gaps in the current programming of the participating schools.
- Description
- The Residency Plus Multi-Site program provides support for school districts and local arts partnerships that wish to provide residencies, performances, and workshops at multiple schools in collaboration with teachers and teaching artists. Awards in this category may be used to cover residency/performance/workshop fees, but may not be used to cover travel expenses or supplies. Residency Plus Multi-Site is designed to serve schools that are not served through a Residency Plus Individual-site or ABC Advancement grant award.
- The Residency Plus Multi-Site grant covers a two-year cycle. However, when applying, the applicant should only account for the first year of the grant. The applicant's award will be based on that account; upon completion of a final report for the first year of the grant, similar funding is assured for the second year of the cycle, as long as the SC Arts Commission's funding remains stable.
- Residency Plus Multi-Site grantees who are currently in the second year of the two-year cycle should apply by the November 15 deadline. Yearly status (Year 1 of Year 2) is printed on the grant contract. If your current contract is Year 2 of 2, you should apply by the November 15 deadline.
- Definitions
- A residency, for the purpose of this grant, consists of at least 22 hours of meaningful interaction between a teaching artist from the SC Arts Commission's Roster of Approved Artists and the teachers and students of the applicant school. The teaching artist should see the same group of students at least three times, and preferably more. Remaining hours may be used to provide performances, workshops, artist studio time, professional development between the teachers and teaching artist, and to complete the SC Arts Commission's Residency Planning and Residency Assessment forms. These forms are designed to facilitate co-planning, assessment, and understanding between the teaching artist and teacher(s) with whom they will share a classroom. Both forms are mandatory.
- A workshop, for the purpose of this grant, is a quality interaction, at least 1.5 hours in length, between a teaching artist(s) from the SC Arts Commission's Roster of Approved Artists, teachers and students of the applicant school. A workshop does not require that the teaching artist see the same group of students multiple times. Workshops may take place in conjunction with residencies or performances. Workshops do not require Residency Planning or Residency Assessment documents, but teachers and teaching artists are encouraged to use them in order to maximize the instructional potential of the workshop.
- Eligibility Requirements
- Individual schools may be included in a multi-site
grouping of schools. Schools that are part of Gifted and Talented
Consortia (RES) may apply as individual sites or as part of multi-sites
in addition to their participation in consortia applications.
Applicant must be:
- a SC school district - OR
-
- a Gifted and Talented Consortium (group)
- OR
- a Private school (pre-K-12) -
OR -
-
a nonprofit after school program- in partnership with pre-K-12 schools or a school district - OR -
-
a unit of government or S.C. charitable organization currently
registered with the Office of the Secretary of State that either
has its own federal tax-exempt status with the IRS or is applying
through a fiscal agent - in partnership with pre-K-12 schools
or a school district. A S.C. organization is one that reflects S.C. as its primary address on all current official organizational documents.
- Restrictions
- Contracted artists must be on the Arts Commission's
Arts in Education Roster of Approved Artists.
Please be advised that inclusion on the Arts Commission's Roster of Approved Artists is based solely on artistic merit. Schools and other institutions contracting artists are encouraged to follow standard hiring practices for professionals working in schools.
- Residency sites may not apply as individual
sites if they are included in multi-site applications.
- Individual schools that are ABC sites may
not apply for Residency Plus Multi-Site funding or be included
in a Residency Plus Multi-Site application.
- Participants in each residency in a multi-site application are required to complete SCAC Residency Planning and Assessment forms.
- The Arts Commission will not consider requests from applicants who have failed to submit the required final report documents on previous grants.
- Deadline
November 15 for residencies planned for the upcoming
fiscal year (July 1 - June 30).
Applications must be postmarked or hand-delivered to the SC Arts
Commission offices before 5:00 PM, no later than the stated date,
or, when the deadline occurs on a weekend or holiday, no later than
the next business day.
Residency Plus Multi-Site applications are for a two-year (biennial)
funding cycle. Applicants who receive funding for Year 1 will receive
the same award for Year 2, as long as SCAC funding remains stable.
Residency Plus Multi-Site grantees who are in Year 1 of their award
need not submit an application for Year 2; Year 2 contracts will be
issued upon receipt and approval of grantee's Final Report Form from
year 1. Yearly status (Year 1 or Year 2) is printed on each contract.
Applicants who are not currently receiving Residency Plus Multi-Site
funding may apply for the 2-year cycle on or before November 15.
Funding Eligibility
Awards are based on the projected total artist fees paid and the total number of schools served. Applicants may request up to 1/3 of the total artists fees for all grant activities, but requests cannot exceed $750 per site served. Applicants should use the Grant Request Worksheet to calculate the amount that they can request. Gifted & Talented Consortia (RES) awards may not exceed a total of $7,500.
Multi-site applicants may request an additional ten percent for program administration. Requests for administrative fees must be included in the initial application. Grantees who do not request the ten percent administrative fees in their application may not include administrative fees in their request for payment. The request for administrative fees should be listed on the Grant Request Worksheet.
Match
2:1 (applicant:SCAC). The applicant’s match must be cash.
Grant Payments
SCAC will reimburse the grantee 1/3 of artist fees paid, not to
exceed the total grant award. Grantees may submit up to two interim
payment requests for residencies that have occurred. The grantee
must attach an Grant Activity Detail Form to each Payment Request form submitted. In order
to receive the full award amount, the grantee must document in the
final report that the number of sites actually served has equaled
or exceeded the number originally proposed. Twenty percent of the grant award will be retained until the Final Report, including all mandated Residency Planning and Assessment documents, is received and approved.

Review Process
Please contact your SCAC county
arts coordinator for guidance on completing the application form,
or on selecting and contracting an Arts in Education Roster artist for
residency.
The initial staff review of applications focuses on eligibility,
compliance with guidelines, and completeness of application packet.
After the application review is complete, the AIE program director
submits funding recommendations to the Executive Director. Final
funding decisions are approved by the Arts Commission Board. All
applicants will receive a letter announcing the Commission's decision.
Applicants in good standing (no overdue/incomplete grant reports
or outstanding debts to SCAC) will receive notification of funding
decision no later than June.
Final Report
All grantees are required to file a complete final report at the end of the grant period. The final report due date is printed on your contract; failure to file it by that date will result in cancellation of the award and repayment of funds received. SCAC will not fund applicants who have outstanding final reports.
Please note that a complete final report must include each of documents listed below. When submitting these documents, submit only original forms with originals signatures; do not submit copies or fax your final report form.

Application Format
- Submit only one original application form with original signatures. Do not submit copies or fax your application.
- Each page/item of materials must be labeled with the name of the applicant and be submitted in a format suitable for copying.
- Typeface must be legible, and no less than 12 point.
- Do not use 3-ring binders, folders, or bind the application materials in any way other than with binder clips or paper clips.
- Incomplete applications will not be accepted.
The application package must include one complete set of items as follows:

- Grant Application for Organizations. If a school district will be administering the grant, please list the district as the applicant. If a local arts agency will be administering the grant, list the agency as the applicant and the district as the partner. You are required to include signatures from the authorizing official of both the applicant and fiscal partner.
- Grant Activity Detail Form. On this form, check the “Proposed” block and fill in all requested details about each residency, performance, or workshop. If applying for funding for the next year and artists have not yet been selected for activities, write TBA in the SCAC Roster Artist column. When contracting artists, remember that they must be on the Roster of Approved Artists for you to receive SCAC funds. The artist's name should appear on all grant reporting forms in exactly the same way as it appears on the Roster.
- Grant Request Worksheet. Check the “Proposed” block and follow the steps as directed to figure out how much you are eligible to request. (In order to make this form easier to fill out, please fill out the Grant Activity Detail Form first.) If you plan to request an additional ten percent for program administration, the request must be included on the Grant Request Worksheet.
B. Narrative Description required from all applicants
Please attach a narrative of no more than one page addressing each of the items listed below. At the top of the narrative page, be sure to list the applicant's name as it is listed on page one of the Application for Organizations form.
- Activities to be Offered
Briefly describe the activities that will be offered. Be sure to mention which artist(s) will be contracted through this grant and why. If artist(s) have not been chosen yet, please describe what criteria will be used to make those choices, including which artistic disciplines (music, dance, etc.) will be offered and why.
- Schools/People to be Served
Who will be served by the activities? As a part of your answer, be sure to describe the process and criteria by which schools were chosen to participate.
- Need for And Impact of Activities
How will the activities of the project enhance the curriculum currently offered at the participating schools/district? How will you build on these activities after the grant period?
C. Additional information required from private schools and charitable organizations only
- Board of Directors List
List of Applicant's current board of directors. Include board members' occupations/professional affiliations indicating with asterisks those who are African-American, American Indian/Alaska Native, Asian, and Hispanic.
- IRS Tax-Exempt Letter
A copy of applicant's IRS tax-exempt letter.
OR, IF APPLYING THROUGH A FISCAL AGENT,
- A copy of fiscal agent's IRS tax-exempt letter, AND
- A copy of formal agreement between applicant and fiscal agent that outlines the working relationship and responsibilities of both parties.
