SC Arts Commission Arts in Education Program
- Purpose
- The purpose of the Residency Plus Multi-Site grant program is to support school districts and local arts partnerships that provide multiple schools with residencies, workshops, and performances by artists on the SC Arts Commission's Roster of Approved Artists.
- Description
- The Residency Plus Multi-Site program provides support for school districts and local arts partnerships that facilitate collaborations between teaching artists and teachers concerning residencies, performances and workshops. Awards in this category may be used to cover residency/performance/workshop fees, but may not be used to cover travel expenses or supplies. Residency Plus Multi-Site is designed to serve schools that are not served through a Residency Plus Individual-site or ABC Advancement grant award.
- The Residency Plus Multi-Site grant covers a two-year cycle. However, when applying, the applicant should only account for the first year of the grant. The applicant's award will be based on that account; upon completion of a final report for the first year of the grant, similar funding is assured for the second year of the cycle, as long as the SC Arts Commission's funding remains stable.
- Residency Plus Multi-Site grantees who are currently in the second year of the two-year cycle should apply by the November 15 deadline. Yearly status (Year 1 of Year 2) is printed on the grant contract. If your current contract is Year 2 of 2, you should apply by the November 15 deadline.
- Definitions
- A residency, for the purpose of this grant, consists of at least 22 hours of meaningful interaction between a teaching artist from the SC Arts Commission's Roster of Approved Artists and the teachers and students of the applicant school. The teaching artist should see the same group of students at least three times, and preferably more. Remaining hours may be used to provide performances, workshops, artist studio time, professional development between the teachers and teaching artist, and to complete the SC Arts Commission's Residency Planning and Residency Assessment forms. The Residency Planning and Assessment forms are designed to facilitate co-planning, assessment, and understanding between the teaching artist and teacher(s) with whom they will share a classroom. Both forms are mandatory.
- A workshop, for the purpose of this grant, is a quality interaction, at least 1.5 hours in length, between a teaching artist(s) from the SC Arts Commission's Roster of Approved Artists, teachers and students of the applicant school. A workshop does not require that the teaching artist see the same group of students multiple times. Workshops may take place in conjunction with residencies or performances. Workshops do not require Residency Planning or Residency Assessment documents, but teachers and teaching artists are encouraged to use them in order to maximize the instructional potential of the workshop.
- Eligibility Requirements
- Individual schools may be included in a multi-site
grouping of schools. Schools that are part of Gifted and Talented
Consortia (RES) may apply as individual sites or as part of multi-sites
in addition to their participation in consortia applications.
Applicant must be:- a SC school district - OR -
- a Gifted and Talented Consortium (group) - OR a Private school (pre-K-12) - OR - a nonprofit after school program- in partnership with pre-K-12 schools or a school district - OR - a unit of government or charitable organization currently registered with the Office of the Secretary of State that either has its own federal tax-exempt status with the IRS is applying through a fiscal agent - in partnership with pre-K-12 schools or a school district
- Restrictions
- Contracted artists must be on the Arts Commission's Arts in Education Roster of Approved Artists. Please be advised that inclusion on the Arts Commission's Roster of Approved Artists is based solely on artistic merit. Schools and other institutions contracting artists are encouraged to follow standard hiring practices for professionals working in schools.
- Residency sites may not apply as individual sites if they are included in multi-site applications.
- Individual schools that are ABC sites may not apply for Residency Plus Multi-Site funding or be included in a Residency Plus Multi-Site application.
- Participants in each residency in a multi-site application are required to complete SCAC Residency Planning and Assessment forms.
- Deadline
November 15 for residencies planned for the upcoming fiscal year (July 1 - June 30).
Applications must be postmarked or hand-delivered to the SC Arts Commission offices before 5:00 PM, no later than the stated date, or, when the deadline occurs on a weekend or holiday, no later than the next business day.
Residency Plus Multi-Site applications are for a two-year (biennial) funding cycle. Applicants who receive funding for Year 1 will receive the same award for Year 2, as long as SCAC funding remains stable. Residency Plus Multi-Site grantees who are in Year 1 of their award need not submit an application for Year 2; Year 2 contracts will be issued upon receipt and approval of grantee's Final Report Form from year 1. Yearly status (Year 1 or Year 2) is printed on each contract.
Applicants who are not currently receiving Residency Plus Multi-Site funding may apply for the 2-year cycle on or before November 15.

Awards are based on the projected total artist fees paid and the total number of schools served (see Artist Utilization Summary Form for details). SCAC will reimburse 1/3 of artist fees, up to the $750 maximum award per site served. Applicant's match must be cash.
Multi-site applicants may request an additional ten percent for program administration. Requests for administrative fees must be included in the initial application. Grantees who do not request the ten percent administrative fees in their application may not include administrative fees in their request for payment. The request for administrative fees should be listed on the Artist Utilization Summary form.
Grant Payments
SCAC will reimburse the grantee 1/3 of artist fees paid, not to exceed the total grant award. Grantees may submit up to two interim payment requests for residencies that have occurred. The grantee must attach an Artist Utilization Detail form to each Payment Request form submitted. In order to receive the full award amount, the grantee must document in the final report that the number of sites actually served has equaled or exceeded the number originally proposed. Twenty percent of the grant award will be retained until the Final Report, including all mandated Residency Planning and Assessment documents, is received and approved.

Review Process
Please contact your SCAC county arts coordinator for guidance on completing the application form, or on selecting and contracting an Arts in Education Roster artist for residency.
The initial staff review of applications focuses on eligibility, compliance with guidelines, and completeness of application packet. After the application review is complete, the AIE program director submits funding recommendations to the Executive Director. Final funding decisions are approved by the Arts Commission Board. All applicants will receive a letter announcing the Commission's decision. Applicants in good standing (no overdue/incomplete grant reports or outstanding debts to SCAC) will receive notification of funding decision no later than June 2008.
Final Report
All grantees are required to file a AIE Final Report (PDF) (How To Use PDFs) at the end of the grant period. The Final Report Due Date is printed on your contract. Failure to file the final report by the due date will result in cancellation of the award and repayment of funds received. SCAC will not fund applicants who have outstanding final reports. Submit only original final report forms with original signatures. Do not submit copies or fax your final report form.
With the final report, the grantee must also submit the finalized Artist Utilization form, as well as the SCAC Residency Planning and Assessment documents associated with each residency.
Required Application Materials
Each page/item of materials must be labeled with the name of the applicant organization and be submitted in a format suitable for copying. Typeface must be legible, and no less than 12 point.
Do not use 3-ring binders, folders, or bind the application materials in any way other than with binder clips or paper clips.

- Grant Application for Organizations. If a school district will be administering the grant, the district is listed as the primary applicant. If a local arts agency will be administering the grant, the agency is the primary applicant and the district the secondary applicant. Please include signatures from the authorizing official of both the primary and secondary applicant.
- Artist Utilization Detail form. Check the Proposed block and complete all details concerning the residency information. If an artist has not been selected for residency, write TBA in the SCAC Arts in Education Roster Artist column. However, in order to receive payment for an artist residency, the contracted artist must be listed on the Arts in Education Roster of Approved Artists and the name must be the same as it appears on the Roster.
- Artist Utilization Summary form. Check the Proposed block and summarize the Artist Utilization Detail form(s) you plan to submit with your application. If you plan to request an additional ten percent for program administration, the request must be included on the Summary form.
Private Schools and Charitable Organizations Only
Private Schools and Charitable Organizations must also submit the following:
- Board of Directors list- List of Applicant's current board of directors. Include board members' occupations/professional affiliations indicating with asterisks those who are African-American, American Indian/Alaska Native, Asian, or Hispanic.
- SC Charities letter - SC Registration as Charitable Organizations letter. Include a copy of the applicant's current letter of registration as a charitable organization. The letter must be renewed annually with the SC Office of the Secretary of State in accordance with the provisions of the SC Solicitation of Charitable Funds Act. Note: School PTOs are exempt from submitting a SC Charities letter.
- IRS tax-exempt letter - A copy of applicant's IRS
tax-exempt letter.
OR, IF APPLYING THROUGH A FISCAL AGENT, submit
- A copy of fiscal agent's IRS tax-exempt letter.
- A copy of a letter of agreement, signed by both the applicant and the fiscal agent that outlines the working relationship and responsibilities of both parties.
