AIE Residency Plus
Individual Site Grant Guidelines

 

Pending tentative changes to AIE grants programs, no Residency Plus (Individual, Multi-Site, or Consortium) applications will be accepted at the November 2009 deadline. Current FY2010 grants in these categories will be extended through FY2011.

 

IMPORTANT NOTE: These guidelines and accompanying grant application/reporting forms have been updated for the FY10 grant application round. Please read them carefully, even if you have applied for this grant in previous years. (In particular, the old form called the “Artist Utilization Detail Form” has been replaced with the “Grant Activity Detail Form.” You will find links to the new form as you read through the guidelines.)


Purpose
The purpose of the Residency Plus Individual Site program is to support in-school artist residencies, performances and workshops.

Description
The Residency Plus Individual Site program provides support for schools collaborating with artists concerning residencies, performances and workshops. Awards in this category may be used to cover residency/performance/workshop fees, but may not be used to cover travel expenses or supplies. Residency Plus Individual Site is designed to serve individual schools that are not served through a Residency Plus Multi-site or ABC Advancement grant award. Please note that Residency Plus Individual Site grants are awarded for work scheduled to take place during the following school year. Definitions

  • A residency, for the purpose of this grant, consists of at least 22 hours of meaningful interaction between a teaching artist from the SC Arts Commission's Roster of Approved Artists and the teachers and students of the applicant school. The teaching artist should see the same group of students at least three times, and preferably more. Remaining hours may be used to provide performances, workshops, artist studio time, professional development between the teachers and teaching artist, and to complete the SC Arts Commission's Residency Planning and Residency Assessment forms. These forms are designed to facilitate co-planning, assessment, and understanding between the teaching artist and teacher(s) with whom they will share a classroom. Both forms are mandatory.
  • A workshop, for the purpose of this grant, is a quality interaction, at least 1.5 hours in length, between a teaching artist(s) from the SC Arts Commission's Roster of Approved Artists, teachers and students of the applicant school. A workshop does not require that the teaching artist see the same group of students multiple times. Workshops may take place in conjunction with residencies or performances. Workshops do not require Residency Planning or Residency Assessment documents, but teachers and teaching artists are encouraged to use them in order to maximize the instructional potential of the workshop.

 

Eligibility Requirements
Applicants must be one of the following:

  • a pre-K-12 SC public or private school (** Parent/Teacher Organizations, please read special note below)
  • a nonprofit after school program in partnership with a pre-K-12 SC public or private school
  • a unit of government or S.C. charitable organization currently registered with the S.C. Office of the Secretary of State that either has its own federal tax-exempt status with the IRS or is applying through a fiscal agent - in partnership with a pre-K-12 SC public or private school that has not previously received funding through the SC Arts Commission's Arts in Education or Arts Education Initiatives grant programs during the current fiscal year. A S.C. organization is one that reflects S.C. as its primary address on all current official organizational documents.

** Special note for Parent/Teacher Organizations (PTOs): PTOs may submit/administer grants on behalf of their schools, but the individual school must be listed as the grant applicant and the school district as the fiscal receiver.


Restrictions

  1. Contracted artists must be on the Arts Commission's Roster of Approved Artists. Please be advised that inclusion on the Roster is based solely on artistic merit. Schools and other institutions contracting artists are encouraged to follow standard hiring practices for professionals working in schools.
  2. Residency sites may not apply as individual sites if they are included in multi-site applications.
  3. ABC sites are not eligible to apply for Residency Plus funding.
  4. Applicants may only receive one Residency Plus award per fiscal year (July 1 – June 30); the grant award may be used to fund multiple residencies, performances, and workshops.
  5. If using grant funds for a residency, grant recipients must complete SC Arts Commission Residency Planning form before the residency, and Residency Assessment form after the residency. The forms are to be filled out collaboratively by the teaching artist and the teacher with whom he or she will be sharing a classroom. Both forms must be returned with the final report.
  6. Schools that are part of Gifted and Talented Consortia (RES) may apply as individual sites in addition to their participation in consortia applications.
  7. The Arts Commission will not consider requests from applicants who have failed to submit the required final report documents on previous grants.


Deadline
November 15 for residencies planned for the upcoming fiscal year (July 1 - June 30).
Applications must be postmarked or hand-delivered to the SC Arts Commission offices before 5:00 PM, no later than the stated date, or, when the deadline occurs on a weekend or holiday, no later than the next business day.

Funding Ranges
Applicants may request ½ of the artist(s) fees, not to exceed $750. The SCAC will not fund programs for which the sum of all artist(s) fees is less than $750. Residency Plus Individual Site grant funds may not be used to cover travel expenses or supplies.

Grant Payments

Grant payments are disbursed upon receipt and approval of the grantee's final report; the due date for the final report will be printed on your contract. (Please see Final Report section below for details.) Payment will be made to the school district, with the school listed on the check as the benefiting organization. Please remember that the SCAC does not pay artists directly. The grantee must pay the artist in full upon the conclusion of the residency. Then, after the grantee has submitted a complete final report as explained above, the SCAC will reimburse the applicant for ½ of artist fees paid, not exceeding the total grant award.

Review Process
Please contact your SCAC county arts coordinator for guidance on completing the application form, or on selecting and contracting an Arts in Education Roster artist for residency.

The initial staff review of applications focuses on eligibility, compliance with guidelines,and completeness of application packet. After the application review is complete, the AIE program director submits funding recommendations to the Executive Director. Final funding decisions are approved by the Arts Commission Board. All applicants will receive a letter announcing the Commission's decision. Applicants applying for the upcoming fiscal year (November 15 deadline) that are in good standing (no overdue/incomplete grant reports or outstanding debts to SCAC) will receive notification of funding decisions for the upcoming fiscal year no later than June.

 

Final Report

All grantees are required to file a complete final report at the end of the grant period. The final report due date is printed on your contract; failure to file it by that date will result in cancellation of the award. SCAC will not fund applicants who have outstanding final reports.


Please note that a complete final report must include each of documents listed below. When submitting these documents, submit only original forms with originals signatures; do not submit copies or fax your final report form.

Application Format

  • Submit only one original application form with original signatures. Do not submit copies or fax your application.
  • Each page/item of materials must be labeled with the name of the applicant and be submitted in a format suitable for copying.
  • Typeface must be legible, and no less than 12 point.
  • Do not use 3-ring binders, folders, or bind the application materials in any way other than with binder clips or paper clips.
  • Incomplete applications will not be accepted.

 

The application package must include one complete set of items as follows:

 

A.  Two forms required from all applicants

  1. Grant Application for Organizations. On this form, please list the school participating in the residency as the applicant, and the school district as the fiscal receiver. Applications must be signed by school principal or school district representative. (If a PTO is submitting/administering the grant, please list the school as the applicant and the school district as the fiscal receiver. Payment will be made to the school district, with the school listed on the check as the benefiting organization.)
  2. Grant Activity Detail form. On this form, check the “Proposed” block and fill in all requested details about the residency. If applying for funding for the next year and an artist has not yet been selected for the residency, write TBA in the SCAC Roster Artist column. When contracting an artist to fill that slot, remember that the artist must be on the Roster of Approved Artists for you to receive SCAC funds for the residency. The artist's name should appear on all grant reporting forms in exactly the same way as it appears on the Roster.

 

B.  Narrative

Please attach a narrative of no more than one page addressing each of the three items listed below. At the top of the narrative page, be sure to list the applicant's name as it is listed on page one of the Application for Organizations form.

  1. Activities to be Offered
    Briefly describe the activities that will be offered. Be sure to mention which artist(s) you will bring to your school through this grant. If you have not chosen the artist(s) yet, please describe what criteria your choice will be based on, including which artistic discipline (music, dance, etc.) you want to bring to your school and why.
  2. People to be Served
    Who will be served by the activities?
  3. Need for And Impact of Activities
    How will the activities of the project enhance the curriculum currently offered at your school? How will you build on these activities after the grant period?

 

C.  Additional information required from private schools and charitable organizations only

  1. Board of Directors list - List of Applicant's current board of directors. Include board members' occupations/professional affiliations indicating with asterisks those who are African-American, American Indian/Alaska Native, Asian, or Hispanic.
  2. IRS tax-exempt letter - A copy of applicant's IRS tax-exempt letter.
    OR, IF APPLYING THROUGH A FISCAL AGENT, submit
    1. A copy of fiscal agent's IRS tax-exempt letter.
    2. A copy of a letter of agreement, signed by both the applicant and the fiscal agent that outlines the working relationship and responsibilities of both parties.

NOTE: The SC Arts Commission will no longer require a copy of an applicant's current SC Charities registration letter. Instead, applicant information will be provided to the SC Office of the Secretary of State. In accordance with the SC Solicitation of Charitable Funds Act, charitable organizations must maintain current registration with the SC Office of the Secretary of State. Failure to register and renew the registration annually may result in severe fines by the SC Office of the Secretary of State.
