SC Arts Commission Arts in Education Program
- NOTE: This program is currently in its pilot phase. Funding will next be offered for fiscal year 2011, dependent on continued funding.
- Purpose
- To increase access for youth in South Carolina to exemplary after school arts programs that promote social, intellectual, artistic and creative growth.
- Description
- The After School Arts Initiative supports arts-based after school programs in non-profit, tax-exempt facilities with programs for middle school and/or high school students who self-select participation. Participating programs will be required to track indicators of students' social, artistic, creative and intellectual growth
- Definitions
- An arts-based after school program is one wherein the majority of time is spent in study and practice of the visual, literary, or performing arts. There may be a portion of time designated for homework help or snacks, but the programming focus must be on the arts. In addition, funded programs may be housed in the same facility as non-arts programs and/or share transportation and resources, but must function as independent, arts-focused courses of activity.
- An after school program, for the purposes of this grant, may be housed at a school or an outside facility. It may take place 1-5 days per week. The program’s start time does not have to coincide with the end of the school day, but at least a portion of the program must take place during the hours of 3:00-6:00 pm.
- Eligibility Requirements
- An applicant must be a non-profit, tax exempt school-year or year-round after school program that offers arts-based programs for middle school or high school students. This includes both school and non-school entities. Programs must be those for which students self-select participation. Participation fees and transportation may not serve as obstacles to participation in programs.
- Restrictions
- For-profit organizations and after school programs that do not serve middle school or high school students are not eligible to apply. Non-arts based programs are not eligible to apply. Programs to which students are involuntarily assigned are not eligible to apply.
- Deadline
- February 1, 2007
- Applications must be postmarked or hand-delivered to the SC Arts Commission offices before 5:00 PM, no later than the stated date, or, when the deadline occurs on a weekend or holiday, no later than the next business day.
- Budget
- Grants will be awarded up to $10,000 per site per year for up to 3 years, beginning in Fiscal Year 2008 (July 1, 2007-June 30, 2008). This funding is contingent upon continued availability of funds allocated to the Commission.

- Grant Payments
- Payment will be on an expense reimbursement basis only. Grantees may submit a maximum of two interim payments, totaling no more than 80% of the grant award. Final grant payment will be released upon receipt and approval of grantee's final report.
- Review Process
- Application materials will be reviewed by an after school/arts peer panel. Panel recommendations will be reviewed by SC Arts Commission staff and presented to the SC Arts Commission Board of Commissioners for review and approval.

- Selection Criteria

- Grant supported programs must focus on middle school and/or high school students
- Proposed programs must meet criteria for staffing, content, procedures, evaluation, and resources outlined in the After School Arts Task Force Report.
- Sites must commit to ongoing data collection and evaluation throughout the funding cycle and beyond.
- Prior arts programming is not required, but some arts experience at the site is preferred.
- The involvement of the program designer in program delivery is not required, but is preferred.
- Final Report
- All grantees are required to file an AIE Final Report (PDF) (How To Use PDFs) at the conclusion of each year of funding. The Final Report Due Date is printed on your contract. The final report will also include a report concerning indicators of student social, artistic, and academic success. Failure to file the final report by the due date will result in cancellation of the award and repayment of any funds received. SCAC will not fund applicants who have outstanding final reports. Submit only original final report forms with original signatures. Do not submit copies or fax your final report form.

Each page/item of materials must be labeled with the name of the applicant and be submitted in a format suitable for copying. Typeface must be legible, and no less than 12 point.
Do not use 3-ring binders, folders, or bind the application materials in any way other than with binder clips or paper clips.
