Request for Qualifications: Phyllis Goins Monument

The Phyllis Goins Monument is funded privately and is not subject to the South Carolina Consolidated Procurement Code. The project is administered by the Spartanburg Housing Authority with assistance from The Arts Partnership of Greater Spartanburg and the South Carolina Arts Commission.

GENERAL INFORMATION

The information contained in this RFQ provides guidelines for artists who wish to submit qualifications for the Phyllis Goins Monument. In submitting qualifications, applicants should provide evidence of his/her ability to understand and create a contemporary monument that pays homage to Phyllis Goins, her significance to the community and her role as a mid-wife. Information on the background of Phyllis Goins and the purpose of the monument as well as specifics on the public housing development and redevelopment of the Southside can serve as a guide to qualified artists in developing proposals that are site-specific.

Budget

The projected budget for this project is $40,000.
Final award is dependent upon the availability of funding.

Eligibility

Open to all qualified artists. Artists may apply individually or as a team. Artists who do not have previous experience in commissions and/or public art must have a member on the team with previous experience.

Maintenance and Durability

TIssues of long-term conservation and maintenance must be considered. Durable, low-maintenance materials are preferred. Work requiring long-term maintenance must submit a written plan that outlines the work to be performed, personnel requirements, schedule, and the estimated annual cost to maintain the work.

Site Visit

Qualified semi-finalists are required to visit the site selected for the monument.

Question & Answer

Artists who would like to submit questions for clarification on the Request for Qualifications, should do so in writing by February 28th to: Phyllis Goins Monument Project, South Carolina Arts Commission, 1800 Gervais Street, Columbia, SC, 29201 or by e-mail to hgreen@arts.sc.gov.

Notification

Artists submitting their qualifications will be notified by letter once a decision has been made. Please do not telephone the Phyllis Goins Monument Selection Committee, the Spartanburg Housing Authority, The Arts Partnership of Greater Spartanburg or the South Carolina Arts Commission regarding selection results. Information will not be released by telephone. Submitted materials may not be returned for several months.

Installation

Finalists will be required to consult with the project manager to discuss installation issues.

Completion Date

The projected completion date is mid-May 2007.

Please Note

The Selection Committee reserves the right to recommend no finalists for the project.

BACKGROUND AND PURPOSE

In June 2004, the Spartanburg Housing Authority (SHA) was awarded a $20 million HOPE IV grant by the Department of Housing and Urban Development. The original buildings on the site, 184 barracks-style 1950s units, were scheduled for demolition in June 2006. The development, known as Phyllis Goins, will be redesigned into the new community of Collins Park. This more “traditional neighborhood” complete with a new community center, park and recreational center will include 55 attractive public housing units, 56 rental units and 40 new homes. The SHA and its development team E.R. Bacon Development collaborated with residents, city and county leadership, social service providers, businesses and the faith based community to plan and design Collins Park.

The revitalization of Phyllis Goins is the centerpiece of the Southside redevelopment, and the Spartanburg Housing Authority is proud to be a community leader in creating neighborhoods of the future. The Southside Redevelopment will bring new residents, new health facilities and new green space to Spartanburg's Southside.

THE MONUMENT

In 1951, a 184 public housing development called Phyllis Goins was constructed and named after a local African American who was locally known as a caring and devoted midwife. Phyllis Pickenpack Goins was the daughter of Winnie and Thomas Pickenpack. Her mother who came from the Ivory Coast of Africa was a slave on a plantation around Chapel Hill, North Carolina. Her father was a mulatto. Phyllis Goins was one of seven children. When slaves were freed in 1865, her father moved the family to Spartanburg where she grew up. Phyllis later married Thomas Goins but never bore any children of her own. Known as “Mam” Phyllis, she was nurse to 400 “Spartan Babies” and lived in the homes of most of the families she served until the babies were five years old.

In order to honor the memory of Phyllis Goins, an open space area/passive park will be dedicated in her honor so that future generations will associate her name with her accomplishments. The park will serve as a site for the monument that will memorialize and acknowledge the proud history and accomplishments of Phyllis Goins. The Art Selection Committee envisions a design that will draw visitors – especially children – to the park for repeated visits.

Artists selected to submit proposals should give consideration to the historical premise as well as the physical site designated for the erection of the monument. Consideration should also be given to the siting of the monument in relation to other natural and man made elements.

Additional naming opportunities have been identified and the new streets will be named after other prominent African Americans from Spartanburg. Markers introducing and acknowledging these individuals will also be created. Artists may submit a design proposal for markers that connect and tie in with some element(s) of the monument design proposal. It should be noted that each project, the monument and the street markers, is separate but should be designed and presented to compliment the other.

CONDITIONS

  • The monument should evoke, either allegorically or literally, the spirit, contribution and work of this important woman to the Spartanburg community.
  • The monument should exhibit formal and/or conceptual relationship to the actual site and location.
  • The monument should function as a destination and an educational resource.
  • The monument should provide fluid points of entry.
  • Up to 2000 bricks from the development have been retained and may be utilized for the project if desired.

SELECTION PROCESS

Evaluation

Phase I: Request for Qualifications
The Selection Committee will review qualifications of artists submitting materials for review. The committee will seek to identify individuals who have the potential and expertise to design and create a monument of high artistic merit. The committee will select semi-finalists and invite them to submit proposals.

Phase II: Request for Proposals
The Selection Committee will review the appropriateness of proposals based on the design prospectus as outlined in the guidelines for Requests for Proposals and will select finalist(s) to make presentations to the Committee. Finalists will be required to submit maquettes for the interview phase.

Phase III: Interviews
The Selection Committee will conduct interviews during which artist(s) will discuss his/her proposal and answer questions about the proposed monument. After completion of the interviews, the Committee will consider the finalists' proposals and make a final selection or start the process over.

Approval
Phase IV
Selection Committee recommends finalist(s) to the Board of the Spartanburg Housing Authority.

SUBMISION GUIDELINES

Phase I: Request for Qualifications

    1. Up to ten 35mm color slides or a CD-Rom containing up to ten images of previous commissions and/or public art projects in a jpeg format with a maximum resolution at or less than 1024 x 768 pixels.
    2. Annotated slide script, including title, year of execution, medium, size, project/commission budget, and short statement describing the works.
    3. Current resume which includes previous commissions/public art projects.
    4. Self-addressed stamped envelope for return of materials.

Phase II: Request for Proposals

    1. Description of the proposed project not to exceed two type-written pages, including an explanation of how the proposal meets the requirement of the design prospectus.
    2. Preliminary drawing or sketch.
    3. Preliminary project budget.
    4. Project participants and resumes.

Phase III: Finalists Interviews

    1. Final developed proposal including drawings and/or maquette.
    2. Samples of proposed materials.
    3. Project timeline.
    4. Detailed budget.
